I've recently had to design some work, and match the colours from an existing web page.

I found a small app called Ades Color Picker.

It enlarges part of the screen and you can see what colour an individual pixel is in RGB, HTML, C++ and other codes, then match using whatever program you like, or export to programs such as photoshop.

Best of all, its freeware.

Even free-er than freeware....

Just right click the web-page in IE and select View Source....look for the COLOR tag and read the values!

In Google Chrome, it's even easier....you can right click an individual element and choose Inspect Element, and bring up the HTML for that element (picture, frame, background etc.) and look at the COLOR tag.

If you have to colour match outside a web app, our old chum the GIMP provides screen captures and colour sampling. Can tell you in web style #rrggbb, RGB, HSV, etc, etc. And of course once you've got the GIMP you've got a swiss army chainsaw of an image manipulation system. All for free.
